It's done in stages — from cutting compound to finishing polish — until the paint reflects light evenly again, without the haze that dulls an unmaintained finish.
Coatings and film protect whatever paint condition they're applied over — they don't fix it. Polishing first means swirls and light scratches are corrected before they get sealed in for years under ceramic coating or PPF, so the finish underneath is as good as the protection on top.
